These are names of the publication, not of the model. graph.jsonld binds the prefix graph to this page, so every name it coins expands to an anchor defined here. They assert nothing about the Core Vocabulary and create no governed term, per CAND-019. The governed terms are published under Vocabulary, and the Core Vocabulary term Reference is a different thing from the Edge below.

One reference from one term card to another, as the published graph records it. It is not the governed term Reference and asserts nothing about it.
ReferencedConcept
A concept the Core Vocabulary mentions and does not define, published so that a reader can see what the model points at from inside.

The aspect of the source term under which the reference appears, as printed on the term card.
